crowds and the individual

i spent the day looking at american and portuguese footage, crowds in the streets of Lisbon, most of it from the 4os and 50's. Very obvious is that while the american eye looks for the individual, catches the outstanding identity be it ever so small, the portuguese sees the crowd as a mass, takes pain not to make anybody more noticeable then his neighbour.
Democracy versus dictatorship, or good photography versus plain?
